Which dating site is best for over 60s?

Are SilverSingles and SeniorMatch run by the same company?

Yes. The service agreements of both sites name SuccessfulMatch.com, Inc. as the operator, and both footers carry that name. SeniorMatch describes itself as one of a group of affiliated dating sites, so comparing the two means comparing two sites from one company.

Are OurTime and Match the same company?

They belong to the same group. Both are part of Match Group, and OurTime is run by People Media, a Match Group business. Plenty of Fish is part of Match Group too.

Is there a completely free dating site for over 60s?
